The Los Angeles County Department of Public Works and Public Health and the South Coast Air Quality Management District (AQMD) are processing and monitoring odor reports near the Dominguez Strait in Carson, West Carson, and neighboring communities. Since the start of the event on October 4, the Los Angeles County Public Health Department and South Coast AQMD have continued to monitor air quality and found that the air in communities near the passage has increased levels of hydrogen sulfide. The source of this gas and related odors is believed to be the natural decay of organic matter (vegetation and marine life) at the bottom and sides of the Dominguez Strait. This smell is very common and is a public hazard to residents and people who work and entertain nearby.

Los Angeles County Public Works is actively working to resolve the situation in the channel, reduce odors, and restore the channel to a healthy estuary.

The two solutions currently being implemented are:

Companies interested in sharing suggestions, products, or services to help repair work should send an email to swqd@pw.lacounty.gov.

Before the odor incident subsides, the County Public Health Department recommends to prevent outdoor odors from entering homes and businesses by closing doors and windows as much as possible and running HVAC devices to filter the air when odors are present.

Take the following measures to reduce your exposure and any symptoms, and protect the health of you, your family and pets:

Encourage people who experience persistent, worrying, or worsening symptoms due to odor to contact their healthcare provider, especially if they have any chronic health conditions. People should also make sure that they have an adequate supply of medicines, especially if they have heart or lung diseases. In addition, public health recommends leaving odorous areas temporarily to reduce the impact on health.

The county has developed a plan to provide reimbursement for the purchase of HEPA (High Efficiency Particulate Absorption) filters, portable indoor air filtration systems, or temporary relocations.

Aid is now available from October 4 to November 18, 2021, unless extended by the Los Angeles County Department of Public Works.

County public works and public health representatives can answer health questions at the Carson Community Center and Wilmington Senior Center and provide assistance in the reimbursement application process.

Public Works is providing air purifiers to residents receiving direct assistance. It is strongly recommended to apply online or call the county helpline 2-1-1 to register in advance. Provide on-site application assistance.

For more information on protective measures to prevent odors from entering your home, please contact the Public Health Community Hotline at (626) 430-9821 and leave your contact information. The message line is checked every hour from 7 am to 10 pm every day, and the smell still exists.
